Abstract
En se propageant de par le monde, la COVID-19 a impitoyablement mis à nu des dysfonctions sociales et institutionnelles latentes.Elle a exacerbé les inégalités socioéconomiques, estropié les systèmes déjà vulnérables de santé et d'éducation, dévasté les établissements de soins pour aînés et mis à genoux les économies les plus avancées.La crise a aussi mis en évidence et accéléré des tendances à long terme des relations internationales.Le Canada et les États-Unis ont beau s'enorgueillir d'un partenariat long et convivial, la pandémie a révélé un abîme de fragilité sous les eaux paisibles de la coopération et de la stabilité.S'ils sont restés de proches alliés et partenaires économiques, les deux pays ont eu des réponses nettement différentes à cette crise, qui a été considérablement plus meurtrière aux États-Unis qu'au Canada.Au total, de l'hiver 2020 au printemps 2022, la pandémie a entraîné environ un million de décès aux États-Unis (986 896 décès au 26 avril 2022, soit 2995 par million d'habitants ; 18 e rang mondial) et environ 40 000 au Canada (38 893 décès au 26 avril 2022, soit 1023 par million ; 68 e rang mondial ; Statista 2022).Ces divergences exposent des tendances bien ancrées, comme les inégalités extrêmes aux États-Unis et le déclin graduel de leur hégémonie depuis son sommet du milieu à la fin du xx e siècle.Quand la pandémie a frappé les États-Unis de plein fouet en mars 2020, l'inégalité de ses effets s'est immédiatement manifestée.Les Afro-Américains, les Latino-Américains et certaines autres minorités étaient
