This paper presents left-handed metamaterial (LHM) unit cell deployed for a wideband cross polarization metasurface (CPCM); The proposed unit cell features a double circular split ring resonator (DCSRR) mounted on a substrate composed of FR4 material, with a metallic ground surface. Notably, its response remains stable regardless of the incident wave angle, making it a strong candidate for various practical applications in the C-band frequency range. The structure exhibits efficient cross-polarization conversion (CPC) for both normally and obliquely incident electromagnetic (EM) waves over a broad angular range. The unit cell demonstrates a negative refractive index across the 6 GHz to 8 GHz frequency span. Within a bandwidth of 4.5 GHz (from 6 GHz to 10.5 GHz), the metasurface acts as a cross-polarization conversion (CPC) device, maintaining its bandwidth enhancement capabilities up to 45° incidence angles under both transverse electric (TE) and transverse magnetic (TM) polarizations. Additionally, the structure is exceptionally thin, measuring only λ/5×λ/5×λ/17 (~0.014λ), where λ = 35.7 mm.
