Abstract. Garut Regency is one of the areas with a fairly high development of the number of street vendors, especially in Garut Kota District, resulting in irregular traffic, both vehicle movements on the road body and pedestrian movements on pedestrian paths and reduced urbanaesthetic value so that it seems shabby. Efforts to organize and regulate street vendors carried out by the Garut Regency Government are by relocating street vendors, especially those in the red zone, especially on Jl. Ahmad Yani and Jl. Cikuray to the Intan Medina PKL Building in 2015. The Intan Medina PKL Building, which was originally planned as a street vendors relocation location, in fact until 2023 the building has not functioned optimally and is abandoned. The relocation policy carried out by the Garut Regency Government is considered to reduce the opportunities and income of street vendors so that resistance occurs. This study aims to identify the forms and causes of street vendors resistance on Jl. Ahmad Yani and Jl. Cikuray to the relocation policy to the Intan Medina PKL Building. The approach method in this study is descriptive research with a qualitative approach. The research method involved field observations and in-depth interviews with street vendors and related policy stakeholders. The forms of resistance of street vendors vary, ranging from open resistance or rejection such as demonstrations, installation of rejection banners and closed resistance such as pretending not to know and still selling at the initial location. The causes of resistance of street vendors include relocation locations far from crowds, long adaptation times, fears of losing buyers, and declining income of traders. Abstrak. Kabupaten Garut menjadi salah satu wilayah dengan perkembangan jumlah PKL yang cukup tinggi khususnya di Kecamatan Garut Kota sehingga mengakibatkan lalu lintas yang menjadi tidak teratur baik pergerakan kendaraan di badan jalan maupun pergerakan pejalan kaki di jalur pedestrian dan berkurangnya nilai estetika perkotaan sehingga terkesan kumuh. Upaya penataan dan penertiban PKL yang dilakukan oleh Pemerintah Kabupaten Garut yaitu dengan kebijakan merelokasi PKL terutama yang berada di zona merah khususnya di Jl. Ahmad Yani dan Jl. Cikuray ke Gedung PKL Intan Medina pada tahun 2015. Gedung PKL Intan Medina yang pada awalnya direncanakan sebagai lokasi relokasi PKL pada kenyataannya hingga tahun 2023 gedung tersebut belum berfungsi secara optimal dan terbengkalai. Kebijakan relokasi yang dilakukan oleh Pemerintah Kabupaten Garut dianggap menurunkan peluang dan pendapatan para PKL sehingga terjadinya resistensi. Penelitian ini bertujuan mengidentifikasi bentuk dan penyebab resistensi PKL di Jl. Ahmad Yani dan Jl. Cikuray Terhadap kebijakan relokasi ke Gedung PKL Intan Medina. Metode pendekatan dalam penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif. Metode penelitian melibatkan observasi lapangan dan wawancara mandalam terhadap pedagang kaki lima dan pemangku kebijakan terkait. Bentuk resistensi para pedagang kaki lima beragam, mulai dari resistensi atau penolakan terbuka seperti demonstrasi, pemasangan spanduk penolakan serta resistensi tertutup seperti pura-pura tidak tahu dan tetap berjualan di lokasi awal. Penyebab resistensi para pedagang kaki lima diantaranya meliputi lokasi relokasi yang jauh dari keramaian, waktu adaptasi yang lama, kekhawatiran kehilangan pembeli, serta menurunnya pendapatan para pedagang.
