Abstract. A livable city is a comfortable environment for living and carrying out activities with adequate facilities. One aspect of a livable city is education and health. Sustainable cities and settlements can create quality education and good health. Indonesia still faces various challenges in the aspects of education and health, especially in terms of availability and improving quality to reduce disparities. The aim of the research is to formulate a development strategy to improve the livable city's education & health aspects in Selaawi sub-district. The analysis method used is analysis based on stakeholder perspectives using the Delphi method and SWOT analysis. Based on the results of the analysis, it was found that the education aspect was quite viable with problems of access and transportation routes, while the health aspect was less viable with problems of availability of facilities, human resources and distribution of facilities. Based on the results of the SWOT analysis, which is in quadrant II, strategies that can be implemented are utilizing national road access and road construction plans for the construction of facilities, using the RPJMD and Strategic Plan to develop training programs, increasing human resource capacity and improving services, improving transportation access and routes, utilizing good institutions to design and implement service improvement programs. Abstrak. Kota layak huni merupakan lingkungan yang nyaman untuk tempat tinggal dan melakuan aktivitas dengan sarana yang memadai. Salah satu aspek yang ada dalam kota layak huni adalah aspek pendidikan dan kesehatan. Kota dan permukiman yang berkelanjutan dapat mewujudkan pendidikan yang berkualitas dan kesehatan yang baik sejahtera. Di Indonesia masih menghadapi berbagai tantangan dalam aspek pendidikan dan kesehatan terutama dalam permasalahan ketersediaan dan meningkatkan kualitas untuk mengurangi kesenjangan. Tujuan penelitian yaitu merumuskan strategi pengembangan untuk meningkatkan livable city aspek pendidikan & kesehatan di kecamatan Selaawi. Metode analisis yang digunakan yaitu analisis berdasarkan perspektif stakeholder dengan metode delphi dan analisis SWOT. Berdasarkan hasil analisis didapatkan, aspek pendidikan sudah cukup livable dengan permasalahan akses dan rute transportasi sedangkan aspek kesehatan kurang livable dengan permasalahan ketersediaan sarana, SDM dan distribusi pada sarana. Berdasarkan hasil analisis SWOT berada pada kuadran II, strategi yang dapat dilakukan yaitu memanfaatkan akses jalan nasional dan rencana pembangunan jalan untuk pembangunan sarana, menggunakan RPJMD dan Renstra untuk menyusun program pelatihan, peningkatan kapasitas SDM dan peningkatan layanan, memperbaiki akses dan rute transportasi, memanfaatkan kelembagaan yang baik untuk merancang dan mengimplementasikan program peningkatan layanan.
