Sans doute, la protection des droits humains est le sujet qui préoccupe le plus au sein de la communauté internationale. En la matière, si le Conseil de sécurité des Nations Unies joue un rôle pertinent tant on lui reconnaît la responsabilité principale du maintien de la paix et de la sécurité internationales, il n’en demeure pas moins des dérives opportunistes dans l’action de ses membres permanents. Ces dérives peuvent s’apparenter à des excès de pouvoir. Autrement dit, le succès de la protection des droits humains dans l’arène internationale repose à bien des égards sur l’attitude individuelle des membres permanents du Conseil de sécurité en fonction des intérêts en jeu. Dès lors, l’obtention de leur faveur semble être de mise. Peut-être la voie de la négociation avec chacun d’entre eux, dans chaque cas, pourrait-elle être ce qui est nécessaire pour satisfaire aux exigences de la Charte des Nations Unies sur le maintien de la paix et la sécurité internationales en ce qui a trait à la mise en oeuvre des droits humains.
