Abstract
งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาสภาพและปัญหาในการดำเนินงานของกองทุนประกันสังคมในประเทศไทย รวมถึงนำเสนอแนวทางการจัดการเพื่อเพิ่มสิทธิประโยชน์ในกรณีชราภาพสำหรับผู้ประกันตนในกองทุนประกันสังคมให้สอดคล้องกับสภาพค่าครองชีพและความจำเป็นในการดำรงชีวิตของผู้ประกันตน ทั้งนี้ยังมีการนำเสนอจำนวนเงินที่สำนักงานประกันสังคมควรกำหนดเป็นเพดานเงินออมสูงสุด การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพโดยใช้เทคนิคเดลฟายในการวิเคราะห์ข้อมูล โดยมีผู้ให้ข้อมูลหลักที่เกี่ยวข้องกับกองทุนประกันสังคมจำนวน 25 คน ซึ่งได้ถูกเลือกโดยเฉพาะ ผลการวิจัยสรุปได้ว่า 1) การดำเนินงานของกองทุนประกันสังคมควรเพิ่มสิทธิประโยชน์ในกรณีชราภาพให้กับผู้ประกันตน โดยเหตุผลสำคัญคือค่าครองชีพของผู้ประกันตนในแต่ละพื้นที่ซึ่งเปลี่ยนแปลงไปตามที่อยู่อาศัยของผู้ประกันตน 2) แนวทางการเพิ่มสิทธิประโยชน์ในกรณีชราภาพสำหรับผู้ประกันตน พบว่าควรพิจารณาจาก 4 ประการ ได้แก่ 2.1) สวัสดิการควรครอบคลุมความต้องการพื้นฐานและช่วยพัฒนาคุณภาพชีวิตอย่างเป็นธรรม 2.2) รัฐควรเป็นผู้ให้สวัสดิการแก่ประชาชน 2.3) ผู้สูงอายุควรดำรงชีวิตด้วยศักดิ์ศรีและความปลอดภัย 2.4) ควรเพิ่มเบี้ยยังชีพให้แก่ผู้สูงอายุอย่างเท่าเทียมในทุกวัย สำหรับสิทธิประโยชน์อื่น ๆ ยังไม่ควรเพิ่มในขณะนี้ เนื่องจากเงินสมทบสูงสุดที่เก็บอยู่ในปัจจุบันเพียง 15,000 บาท ซึ่งถือว่าต่ำ และเพิ่งได้รับการปรับเพิ่มตามกฎกระทรวงแรงงานในปี พ.ศ. 2565 3) มีการเสนอแนะว่าควรเพิ่มเพดานเงินสมทบสูงสุด
