Abstract
Dans le présent article, pour étudier les effets des compressions aux services ferroviaires voyageurs sur les communautés touchées, l'auteur utilise une importante réduction des services, à la fois subie et non anticipée, que le prestataire national de services ferroviaires au Canada (VIA Rail) a imposée en 1990, qu'il transforme en expérience naturelle. Il se sert des horaires de train avant et après les compressions et les apparie avec les données du recensement de 1981 à 1996. Selon l'utilisation des services ferroviaires qui ne représentaient que 1 % des voyages intérieurs avant les compressions, il n'a pas trouvé de données probantes démontrant que la perte de services ferroviaires voyageurs nuisait aux résultats sociodémographiques, économiques et de mobilité locaux. Les effets estimatifs donnent des signes variables et sont largement non significatifs sur le plan statistique. Les résultats de diverses analyses de robustesse correspondent à ce portrait global. Ainsi, d'après les résultats de l'auteur, il faut faire preuve de prudence avant de croire que les résultats d’études d'autres pays selon lesquelles un plus grand accès aux services ferroviaires voyageurs améliore les résultats locaux s'appliquent à d'autres contextes comme le Canada.
