Abstract
Any discussion of the political consequences of corruption must take into consideration the perceptions of both elites and ordinary citizens, and must recognize that their judgments—while often vague, contradictory, and at variance with more formal standards—will influence what is regarded as unacceptable behavior, and what responses (if any) are likely to occur in specific instances. Three studies present these social conceptions of corruption, analyzing the judgments of American elites and ordinary citizens and comparing those judgments to results of similar research in Canada.
