CREATION AND ACTIVITIES OF LOCAL TOPONYMIC COMMISSIONS FOR THE DECOMMUNISATION OF PUBLIC SPACE IN UKRAINE (LATE 20TH – THE FIRST QUARTER OF THE 21ST CENTURY)

Abstract
The aim of the paper is to analyze the processes of creation and activity of local commissions for the decommunisation of public space in Ukraine from the late 20th century to the first quarter of the 21st century. The methodology of the research is based on the core principles of historical knowledge, incorporating general scientific and special historical methods, an interdisciplinary approach, sociological, cultural, and toponymic tools. The scientific novelty is conditioned by the fact that this is the first comprehensive study to present the creation and activity of local toponymic commissions for the decommunisation of public space in Ukraine from the late 20th century to the first quarter of the 21st century. As a result, the author comes to the conclusion that local toponymic commissions were important for the decommunisation of public space in Ukraine at the end of the 20th – in the first quarter of the 21st century. The commissions were consultative and advisory structures at local self-government bodies, preparing proposals for the decommunisation of public space (changing the names of toponyms that were associated with Soviet and Russian imperial realities). Local toponymic commissions were created in several stages: from the beginning of the declaration of state independence of Ukraine; after the adoption of decommunisation laws; during the full-scale Russian-Ukrainian war. For the most part, especially in the early 1990s, the decommunisation of public space was carried out by local self-government bodies, because the mandatory creation of toponymic commissions was not provided for by legislation. Sometimes the proposals of toponymic commissions for the decommunisation of public space were not supported by a part of the residents of settlements and local self-government bodies. In the 1990s, this was due to the fact that some «Soviet» toponyms were named after Ukrainian national figures, the attitude towards which was ambiguous in society. Recently, there have been discussions about the renaming of toponyms, which were associated with the memory of the Second World War and the imperial heritage. Such problematic issues were resolved through additional discussion.
