Abstract
Laboratorium pengujian di Balai Besar Pelaksanaan Jalan Nasional Jawa Timur – Bali memiliki peran penting dalam memastikan kualitas infrastruktur jalan dan jembatan. Di bawah struktur Bidang Pembangunan Jalan dan Jembatan, laboratorium ini menghadapi beberapa tantangan, termasuk kurangnya otonomi pengelolaan anggaran dan keterbatasan dalam pemeliharaan serta kalibrasi peralatan. Melalui analisis GAP, diidentifikasi terdapat kesenjangan utama yang mempengaruhi kinerja laboratorium, termasuk keterbatasan anggaran untuk pengujian lapangan dan peralatan yang tidak seluruhnya terkalibrasi. Kebijakan yang direkomendasikan untuk mengatasi masalah ini mencakup pemberian otonomi pengelolaan anggaran, peningkatan frekuensi pengujian di lapangan, investasi dalam peralatan dan pengembangan kompetensi Sumber Daya Manusia (SDM). Usulan struktur organisasi Laboratorium langsung dibawah Kepala Balai Besar Pelaksanaan Jalan Nasional memberikan fleksibilitas dalam pengelolaan tata kerja laboratorium secara mandiri. Implementasi kebijakan ini diharapkan dapat meningkatkan efisiensi dan efektifitas operasional laboratorium dalam mendukung konstruksi infrastruktur jalan dan jembatan di wilayah Jawa Timur dan Bali.
