Occupational health impacts of climate-related emergency events on health system workers in British Columbia

Abstract
This study investigates the impacts of climate-related emergency events on health system workers (HSWs) in British Columbia (BC), Canada. By conceptualizing risks faced by the workforce, it also identifies adaptive strategies mitigating climate-related occupational hazards and stresses and generates recommendations to further enhance the resilience of HSWs. A semi-structured interview process with participants (N = 28) from a wide range of HSW roles from across BC's health regions was conducted. Participants were selected through a purposeful sampling framework according to health authority and professional position. Thematic analysis was conducted using a coding rubric adapted from the World Health Organization's Operational Framework for Building Climate Resilient Health Systems.HSWs in BC are already impacted by climate events, exacerbating existing pressures across the health system driven by long-term staffing shortages and burnout from COVID-19. Physical and mental health risks and their determinants were of significance for all interviewees. Adaptive strategies, including refining occupational health and safety plans, enhancing training and education in emergency response, and shifting towards transformative leadership were highlighted as opportunities to promote organizational determinants of worker health. Creating organizational cultures that are proactive and mindful of how HSWs are community members first and are therefore ‘doubly impacted’ by acute climate-related emergencies is essential for building adaptive capacity to climate change.
