Abstract It is argued that the foundational or metasemantic question of what it is for words to mean what they do cannot be answered in reductive terms, that is, in terms that do not presuppose meaning; yet a constructive, non-quietist answer can be provided. Specifically, a non-reductionist account of meaning can meet the demand, articulated by Saul Kripke, that two distinctions be accounted, or at least made room, for: the distinction between correct and incorrect uses of expressions and the distinction between intelligent and robotic linguistic behavior. Building on Donald Davidson’s work on triangulation, a non-reductionist account is developed that meets the demand and reveals meaning to be normative in two important ways. Thus, the widely accepted connection between non-reductionism and normativity is acknowledged but, contra the received view, it is because meaning cannot be reduced to anything non-semantic that it is essentially normative, not the other way around.
