Abstract
Alors que l’innovation technologique et les stratégies d’« internalisation des externalités » ne suffisent manifestement pas à concrétiser les promesses du « développement durable », plusieurs responsables politiques occidentaux ont commencé à présenter la sobriété comme la voie du salut face à la « crise climatique ». Outre le fait que la catastrophe écologique en cours est loin de se limiter aux effets actuels et prévisibles du réchauffement climatique, il est inquiétant d’entendre l’oligarchie en place promouvoir une telle idée. Car la sobriété sans la justice, c’est l’austérité. Au nom de « l’urgence climatique », le risque est grand que l’égalité et la liberté soient davantage encore qu’aujourd’hui sacrifiées sur l’autel de la sacro-sainte efficacité. Pour éviter cela, l’appel à la sobriété doit aller de pair avec la lutte contre les inégalités et la défense de la démocratie. C’est en substance ce que revendiquent les partisans de la « décroissance soutenable », dont le programme se résume en trois points : produire moins, partager plus, décider ensemble. Reste à préciser l’horizon de mise en oeuvre de ces principes. C’est ce que propose la deuxième partie de cet article, en suggérant l’adoption d’une politique de décroissance (ou de sobriété) qui combinerait la « perspective de subsistance », la perspective low-tech, la perspective communaliste et la perspective biorégionaliste.
