Abstract
본 연구는 지방으로의 인구 분산과 지역 노동시장의 요구를 충족시키기 위해 추진된 캐나다 지역기반 이민정책의 사례를 분석하고 시사점을 제시하고자 한다. 먼저, 캐나다의 지역기반 이민정책 사례로서 주정부추천프로그램(PNP), 애틀랜틱 캐나다 이민파일럿(AIP), 농촌 및 북부 이민파일럿(RNIP)의 주요 내용과 최근 동향을 살펴본다. 이를 토대로 지방소멸 위기에 대응한 한국 지역기반 이민정책에 시사점을 제시하면 다음과 같다. 첫째, 지방의 경제적·인구학적 니즈를 해결하는 데 명시적 목표를 둔 지역특화형 비자사업의 확대가 필요하다. 둘째, 지역특화형 비자제도의 효과적인 운영을 위해 정부간 협력 강화와 지역 민관협력체계 구축이 필요하다. 셋째, 지역 특성을 반영한 지역 비자의 설계와 지역별 비자요건의 신축적 적용이 필요하다. 넷째, 데이터기반 이민정책의 추진을 위해 지역단위 이민통계를 구축할 필요가 있다.
