Depuis le traité de Maastricht de 1992, les citoyens européens mobiles au sein de l’espace politique européen bénéficient du droit de vote aux élections municipales et européennes dans leur pays d’accueil. En France, seul un quart d’entre eux sont effectivement inscrits sur les listes électorales dans leur commune de résidence. On sait aujourd’hui peu de choses sur les raisons et circonstances qui amènent ces citoyens à s’inscrire et à participer à ces scrutins. Cet article entend combler ce manque sur la base de l’analyse d’entretiens effectués entre 2022 et 2024 auprès d’une trentaine de citoyens européens (non-nationaux) inscrits sur les listes électorales françaises. L’étude montre d’abord l’importance des projections de vie en France, au-delà de la seule durée de résidence, dans l’intérêt porté à la participation civique et électorale. En second lieu, elle insiste sur la dimension collective de l’inscription et de la participation électorale. En cela, l’intégration sociale de ces citoyens européens, observable surtout à l’échelle locale, est corrélée à la manifestation de micro-pressions sociales autour de l’acte électoral. Elle montre également la primauté de cette dimension sur les motivations qui seraient adossées à un sentiment d’appartenance à l’Europe. Enfin, l’usage du droit de vote chez ces citoyens étrangers travaille leur rapport subjectif à la citoyenneté française. En effet, ils sont nombreux à manifester de la frustration à être empêchés de participer aux élections nationales organisées en France, ce qui amène une partie d’entre eux à demander la nationalité française.
