L'aide au développement en contexte de polycrise : une voie féministe comme alternative durable?

Depuis 2012, la situation au Mali a connu une dégradation majeure, si bien que l'on peut désormais établir qu'il s'agit d'un contexte de polycrise. Le pays fait face à une déstabilisation générale de son système, les crises de la gouvernance, sécuritaire et humanitaires étant enchevêtrées à un point tel qu'il est désormais presque impossible de distinguer les racines de ces crises individuellement. Au carrefour de ces crises, on retrouve les femmes, filles et adolescentes, disproportionnellement affectées par la polycrise en raison de leur genre. Devant ce scénario, l'aide au développement est plus nécessaire que jamais, mais elle se doit d’être réfléchie en fonction de ce contexte particulier. Le Canada, dans le cadre de sa Politique d’aide internationale féministe (PAIF), intervient toujours au Mali malgré ces bouleversements. Par une série d’entrevues menées auprès de fonctionnaires et de partenaires d’Affaires mondiales Canada, il est possible d'établir que la PAIF est mise en oeuvre au Mali en combinant des approches ascendantes (bottom-up) et descendantes (top-down) afin d'agir sur deux fronts. En matière de projets d'aide au développement, le Canada se penche sur la polycrise à la fois sectoriellement et transversalement. En incorporant la composante genre dans son approche, le Canada s’assure de maintenir un fil conducteur dans son aide au développement, tout en permettant une certaine flexibilité quant aux champs d’action visés par les projets. Le contexte instable entraîne cependant des conséquences bien perceptibles sur la mise en oeuvre de la PAIF au Mali, venant complexifier l’évaluation des retombées concrètes des investissements canadiens dans le domaine.
