Abstract
Program wisata halal yang dibuat oleh Provinsi Aceh merupakan keunggulan dan keunikan daerah untuk melakukan pengembangan potensi wisata yang disesuaikan dengan budaya, nilai-nilai agama dan adat istiadat. Namun, pengembangan wisata halal tersebut belum mempunyai perencanaan konkret, belum dapat meningkatkan partisipasi seluruh stakeholder dan sesuai pengembangan potensi daerah serta budaya sehingga jumlah wisatawan yang datang pada Provinsi Aceh masih terpusat pada daerah-daerah tertentu, misalnya Sabang, Banda Aceh dan Aceh Utara, sedangkan pada daerah lain kunjungan wisata belum dilakukan secara optimal. Dengan demikian tujuan dilakukan kajian ini adalah untuk mengembangkan strategi untuk melakukan akselerasi pengembangan wisata halal berbasis potensi daerah dan budaya Aceh dengan prinsip moderasi dan pengembangan UMKM. Metodologi yang digunakan dalam kajian ini adalah dengan menggunakan pendekatan kualitatif dan analisis SWOT. Hasil kajian adalah 1) strategi pengembangan wisata halal dilakukan dengan memaksimalkan kekuatan sebagai potensi internal untuk meminimalisir ancaman kegagalan implementasi program wisata halal di Provinsi Aceh, 2) implementasi strategi dalam pengembangan wisata halal adalah membuat analisa dan pengelolaan wisata meliputi perencanaan, pengorganisasian, pelaksanaan dan evaluasi; meningkatkan partisipasi masyarakat; melakukan identifikasi potensi Aceh dengan membuat grand desain dan melakukan promosi wisata halal baik melalui metode konvensional maupun online. Kesimpulan pengembangan wisata halal membutuhkan sinergi dan komitmen dari seluruh sektor yakni politik, ekonomi, sosial, teknologi, lingkungan dan regulasi.
