Les enfants et les jeunes vivant en dehors du foyer familial, par exemple en famille d’accueil, dans des foyers ou dans d’autres structures d’accueil, pris en charge par les autorités locales ou par des associations pour enfants, souffrent souvent, tout au long de leur vie, de répercussions sur leur bien-être, leur sentiment d’appartenance et d’identité et leur perception d’eux-mêmes. Les personnes ayant été dans cette situation peuvent être privées de récits familiaux, en particulier lorsque leur expérience a été complexe, bouleversée ou traumatisante. La vie des enfants pris en charge est documentée par les travailleurs sociaux, les familles d’accueil et d’autres personnes dans des «dossiers de prise en charge ».
