Abstract
Usaha Mikro, Kecil, dan Menengah (UMKM) adalah usaha perdagangan yang dikelola oleh badan usaha atau perorangan yang merujuk pada usaha ekonomi produktif sesuai dengan kriteria yang ditetapkan oleh Undang-Undang Nomor 7 Tahun 2021. Salah satu tujuan dari UMKM adalah untuk peningkatan pendapatan serta efisiensi yang dapat dicapai dari UMKM. UMKM di Kabupaten Poso memegang peranan penting dalam memajukan perekonomian daerah. Hal ini dikarenakan jumlah UMKM yang jauh melebihi unit usaha besar dan telah menyebar hingga ke pelosok daerah di Kabupaten Poso. Namun, pada masa pandemi covid-19 tahun 2020, jumlah UMKM aktif menurun signifikan sebesar 54.7%. Penelitian ini bertujuan untuk mengkaji langkah strategis pemerintah Kabupaten Poso dalam rangka meningkatkan peran SDM pelaku UMKM untuk membangkitkan UMKM agar tetap berkreasi dan produktif dimasa pandemi. Penelitian ini menggunakan pendekatan kualitatif yang bersifat deskriptif analisis. UMKM Bangkit Mandiri merupakan program unggulan pemerintah Kabupaten Poso, Sulawesi Tengah, yang bertujuan untuk memberdayakan dan meningkatkan UMKM Kabupaten Poso di masa pandemi Covid-19, tidak hanya kualitas produk UMKM, tetapi juga sumber daya manusia (SDM) pelaku UMKM. Dalam program ini, pengembangan kapabilitas SDM pelaku UMKM didukung melalui kegiatan pelatihan peningkatan sumber daya usaha, seperti pelatihan desain, kerajinan dan jenis varian olahan pangan, pelatihan pemasaran dan transaksi di marketplace (online), pelatihan pengelolaan keuangan bagi UMKM, pelatihan pengelolaan usaha dan produksi, pendampingan perizinan bagi UMKM, serta pengembangan platform digital. Kegiatan-kegiatan tersebut mampu menaikan kuantitas UMKM aktif di Kabupaten Poso sebesar 100% dengan jumlah UMKM di tahun 2022 sebanyak 20.668 UMKM.
