A sustainable alternative strategy to prevent the overcapacity of final disposal sites (TPA) is to strengthen waste management systems at the upstream level, particularly through the establishment and optimization of Reduce-Reuse-Recycle Waste Processing Facilities (TPS 3R). The selection of appropriate locations is a critical initial step to ensure the operational effectiveness and long-term sustainability of TPS 3R facilities. This study aims to identify potential sites that meet spatial and environmental criteria for the development of TPS 3R across five subdistricts in Gorontalo Regency. Spatial analysis was conducted using Geographic Information System (GIS) tools, applying buffer, scoring, and overlay techniques in ArcGIS. The analysis identified five optimal locations for TPS 3R development: Hutuo Subdistrict, Limboto (0°37'33.3"N, 122°59'55.8"E); Yosonegoro Subdistrict, West Limboto (0°37'30.4"N, 122°55'24.6"E); Mongolato Subdistrict, Telaga (0°35'17.2"N, 123°01'56.8"E); Tinelo Subdistrict, Telaga Biru (0°36'24.0"N, 123°01'25.0"E); and Tolotio Subdistrict, Tibawa (0°38'33.9"N, 122°51'34.0"E). These findings are expected to serve as a strategic reference for improving regional waste management planning in a more effective and sustainable manner. ABSTRAKSalah satu strategi alternatif yang berkelanjutan untuk mengurangi tekanan terhadap kapasitas Tempat Pemrosesan Akhir (TPA) adalah dengan memperkuat sistem pengelolaan sampah di hulu, khususnya melalui pembangunan dan optimalisasi Tempat Pengolahan Sampah dengan prinsip Reduce, Reuse, dan Recycle (TPS 3R). Penentuan lokasi yang tepat menjadi tahap krusial dalam pembangunan TPS 3R guna menjamin efektivitas dan keberlanjutan operasionalnya. Penelitian ini bertujuan untuk mengidentifikasi lokasi-lokasi potensial yang memenuhi kriteria spasial dan lingkungan untuk pembangunan TPS 3R di lima kecamatan di Kabupaten Gorontalo. Analisis dilakukan dengan pendekatan spasial berbasis Sistem Informasi Geografis (SIG), menggunakan teknik buffer, pemberian skor (scoring), dan overlay pada perangkat lunak ArcGIS. Hasil analisis menunjukkan lima lokasi potensial yang memenuhi kriteria sebagai calon lokasi TPS 3R, yaitu: Kelurahan Hutuo, Kecamatan Limboto (0°37'33.3"N, 122°59'55.8"E); Kelurahan Yosonegoro, Kecamatan Limboto Barat (0°37'30.4"N, 122°55'24.6"E); Kelurahan Mongolato, Kecamatan Telaga (0°35'17.2"N, 123°01'56.8"E); Kelurahan Tinelo, Kecamatan Telaga Biru (0°36'24.0"N, 123°01'25.0"E); dan Kelurahan Tolotio, Kecamatan Tibawa (0°38'33.9"N, 122°51'34.0"E). Temuan ini diharapkan dapat menjadi acuan dalam perencanaan pengelolaan persampahan yang lebih efektif dan berkelanjutan di tingkat daerah.
