Abstract. Tegal City is a historic urban area that has developed since the pre-colonial era as a strategic port on the northern coast of Java. Although 44 buildings have been identified as Cultural Heritage (CH) and Presumed Cultural Heritage Objects (PCHO), only six have been officially designated as municipal-level Cultural Heritage sites. According UU No. 11 of 2010 on Cultural Heritage, areas with significant historical value such as Tegal City must have a delineated geographic spatial unit to ensure protection of their heritage assets from unregulated development. This study aims to formulate spatial unit guidelines for the cultural heritage area of Old Town Tegal to support heritage preservation and integration into sustainable spatial planning. A mixed-methods approach was applied, utilizing a hermeneutic method combined with spatial analysis through overlay techniques based on colonial maps from 1915, 1926, and 1940, as well as current planning documents. The analysis identified a cultural heritage area of 1,369.16 hectares. These guidelines provide a technical and policy framework for heritage-based spatial management, fostering synergy between cultural conservation and urban development planning. The findings also offer practical contributions for local governments in formulating integrated and conservation-oriented spatial policies. Abstrak. Kota Tegal merupakan kota bersejarah yang berkembang sejak masa praskolonial sebagai pelabuhan strategis di pesisir utara Jawa. Meskipun terdapat 44 bangunan yang telah diidentifikasi sebagai Cagar Budaya (CB) dan Objek Diduga Cagar Budaya (ODCB), hingga kini hanya enam di antaranya yang resmi ditetapkan sebagai Cagar Budaya tingkat kota. Berdasarkan Undang-Undang No. 11 Tahun 2010 tentang Cagar Budaya, kawasan dengan nilai sejarah seperti ini perlu memiliki delineasi satuan ruang geografis untuk memastikan perlindungan terhadap warisan budaya dari ancaman pembangunan yang tidak terkontrol. Penelitian ini bertujuan menyusun arahan satuan ruang geografis kawasan cagar budaya di Kota Lama Tegal guna mendukung upaya pelestarian dan integrasi dalam rencana tata ruang yang berkelanjutan. Pendekatan yang digunakan adalah mixed methods dengan metode hermeneutik dan analisis spasial melalui teknik overlay, mengacu pada peta kolonial tahun 1915, 1926, dan 1940 serta dokumen perencanaan terkini. Hasilnya, kawasan cagar budaya seluas 1.369,16 hektar berhasil diidentifikasi. Arahan ini menjadi acuan teknis dan kebijakan dalam pengelolaan ruang berbasis pelestarian, serta memperkuat sinergi antara konservasi budaya dan perencanaan pembangunan kota. Temuan ini juga memberikan kontribusi praktis bagi pemerintah daerah dalam merumuskan kebijakan tata ruang yang terintegrasi dan berorientasi konservasi.
