Abstract

Abstract. Uncontrolled regional development in the Ciwidey Sub-watershed area has caused land conversion, from protected areas to cultivated areas, this situation is contrary to efforts to maintain water catchment areas as the function of the Ciwidey Sub-watershed area. This study aims to determine the existing condition of land use and its level of conformity with the Bandung Regency Spatial Plan (RTRW) in the Ciwidey Sub-watershed area using a quantitative approach method with the analysis used being land inconsistency map overlay analysis. The results of the study, from a total area of 27,825.85 Ha of the Ciwidey Sub-watershed, show that 15.94% of the land experiences spatial inconsistencies. The main deviations are the conversion of protected areas into settlements and the conversion of production forests into fields/dry fields. The main causal factors are urbanization pressure, community economic needs, and weak control of spatial use. Therefore, a comprehensive and firm control approach is needed, mitigation strategies must focus on equitable development.

Not calibrated prevalence, not ground truth. Human validation pending. Learned from the 10,348 direct Codex labels and 10,348 direct Gemma labels. Candidate is the union of thresholded teacher heads; consensus is their intersection. These outputs are machine_predicted_unvalidated and are not human labels or direct frontier model labels.

Machine scores (provisional)

The two teacher heads of the student model, read on this work. A score orders the frame for review; it never asserts a category, and the validation status ships verbatim with every row.

Baseline scores from an immature model (maturity gate not passed, 7 training rounds). Scores rank; they never assert a category.
