Abstract
L'adoption de la foresterie communautaire en République Démocratique du Congo visait à transférer le pouvoir aux communautés locales, leur offrant ainsi un rôle central dans la gestion de leurs ressources forestières. La présente étude se concentre sur le type de structure du pouvoir qui émerge de la gouvernance des concessions forestières des communautés locales dans le territoire de Walikale. À travers des entretiens avec des acteurs clés et des discussions de groupe au sein des communautés, nous avons cherché à comprendre comment les décisions sont prises et exécutées, et comment l'information circule pour soutenir ces décisions. Les résultats révèlent une structure du pouvoir formellement hiérarchique, avec une répartition claire des responsabilités entre les différents organes. Cependant, un paradoxe se manifeste: malgré cette organisation, le niveau réel d'autonomie des communautés locales reste limité. Plutôt que de bénéficier d'un véritable transfert de pouvoir, ces communautés n'ont atteint qu'un stade de « représentativité », sans pour autant accéder à une pleine responsabilisation dans les processus décisionnels. Ce constat soulève des questions cruciales sur l'efficacité de la foresterie communautaire à atteindre ses objectifs initiaux de gouvernance communautaire inclusive et autonome.
