Abstract
The article examines foreign practices in improving public administration mechanisms in the field of social protection of veterans in the face of growing security challenges. The purpose of the article is to analyze foreign experience in improving public administration mechanisms in the field of social protection of veterans in order to identify effective management models, tools and practices that can be adapted to Ukrainian realities to increase the effectiveness of state policy in this area. The study substantiates the relevance of the problem due to the need to ensure the effective adaptation of veterans to peaceful life, their access to quality medical, social and psychological services. A comparative analysis of the experience of the USA, Canada and Israel countries in organizing a veteran support system was carried out. Attention is paid to mechanisms of interdepartmental coordination, digitalization of services, involvement of civil society, as well as the flexibility of management models. The analysis revealed the main advantages of a comprehensive and integrated approach to social protection (using the example of the USA and Israel), digitalization of services, in particular the introduction of a “veteran’s electronic office” (using the example of Canada). Considerable attention was focused on the need to implement a program of professional rehabilitation and employment that supports veterans in returning to civilian life and a system of psychological assistance, including counseling, crisis support and combating stigma. The significant role of public organizations in shaping veterans’ policy was emphasized. Attention was also paid to the implementation of a gender-sensitive approach that ensures that the specific needs of female military personnel are taken into account in the processes of rehabilitation and social protection. The identified practices can be adapted to the Ukrainian context to form a more effective, fair and socially oriented model of public administration in the field of social protection of veterans.
