I början av 80-talet hade Nordiska Hälso vårdshögskolan ett starkt engagemang i utvecklingen av internationell hälsopolitik efter Alma Ata konferensen. Det var början av det som skulle bli WHOs Hälsa för Alla (HFA). Strategi 1984 och något år senare Ottawa Charter (1986) som fortfarande är principdokumentet för det globala hälso­främjande arbetet. Inom HFA blev det för­sta stora projektet Healthy Cities där man i Europa och sedan globalt försökte arbeta med staden som ett hälsobefrämjande sam­manhang. En av de personerna som ofta var med i dessa sammanhang var Ilona Kickbusch som först skulle bli Europare­gionens och senare den globalt ansvariga för "health promotion". Sjäva begreppet health promotion "lektes fram" under en tid då vi märkte att det egentligen inte fanns riktiga och bra begrepp för det man ville uttrycka. Att begreppet kom till på det sät­tet var lite problematiskt och en av orsa­kerna till att teorin, vetenskapen och the evidence base växte fram först efteråt.
