Abstract

El planeamiento estratégico (PE) es clave para fortalecer la gestión pública (GP) y la promoción de proyectos de inversión pública (PIP). Esta revisión de literatura analizó el impacto del PE en los PIP entre 2013 y 2024 siguiendo la guía PRISMA. Se buscaron artículos en Scopus, ScienceDirect y Scielo, en español e inglés, con términos relacionados con PE, inversión pública y gestión. De 221 registros identificados, 89 pasaron a selección y 30 cumplieron criterios de inclusión (artículos con revisión por pares, enfoque en GP/PIP y periodo 2013–2024). Se extrajeron datos de contexto, métodos y hallazgos, y se evaluó la calidad metodológica con la escala Newcastle–Ottawa. Los resultados muestran que un PE bien formulado y alineado al presupuesto mejora eficiencia, efectividad y rendición de cuentas; sin embargo, persisten limitaciones vinculadas a capacidad técnica, desarticulación institucional y gobernanza. La evidencia comparativa sugiere que buenas prácticas —profesionalización del servicio civil, modernización de procesos, evaluación ex ante y ex post, y monitoreo— potencian la ejecución y sostenibilidad de los PIP. Se concluye que el PE es un componente vital para orientar recursos, priorizar proyectos y generar valor público; no obstante, su impacto depende de la articulación interinstitucional y de contextos macroeconómicos estables.
