Doprinos dr. Hoeka mehanici stijena i inženjerstvu stijena učinio ga je jednim od najpriznatijih inženjera u tim područjima. Diplomirao je strojarstvo na Cape Town sveučilištu s diplomom prvostupnika 1955. i magisterijem 1957. Godine 1958. preselio se u Pretoriju, gdje je radio kao istraživački inženjer u CSIR-u (Council for Scientific and Industrial Research). Godine 1966. preselio se u London, gdje je imenovan docentom, a potom i redovitim profesorom na Imperial Collegeu. Tijekom boravka u Londonu objavio je dvije klasične knjige o inženjerstvu stijena, „Rock slope engineering“ s Johnom Brayem i „Underground excavations in rock“ s njegovim nasljednikom na Imperialu Tedom Brownom. Godine 1975. dr. Hoek je napustio U.K. i zaposlio se u Golder Associates u Vancouveru u Kanadi. Godine 1987. pridružio se Sveučilištu u Torontu kao profesor industrijskih istraživanja kada u koautorstvu s P.K. Kaiserom i W.F. Bawdenom objavljuju knjigu „Support of Underground Excavations in Hard Rock“. Dr. Hoek se vratio u Vancouver 1993. i pokrenuo vlastiti konzultantski posao.
