Les réformes de l’enseignement universitaire en tensions : le cas de la France

Abstract
Depuis le milieu des années 2000, le système d’enseignement supérieur français a connu de très nombreuses évolutions qui semblent suivre une trajectoire stable, imperméable aux fluctuations électorales, et qui visent le renforcement des exécutifs universitaires, la mise en compétition des universités, la prise en compte de la performance des établissements, et la restructuration du paysage universitaire. Il est cependant nécessaire de déconstruire partiellement cette vision linéaire : cet article prête ainsi attention aux tensions qui ont traversé les réformes — en leur sein ou entre elles — et identifie les mécanismes qui permettent de les expliquer. Trois mesures sont plus particulièrement explorées. Premièrement, la signification ambivalente donnée à l’« excellence » lors de la sélection d’une dizaine d’établissements auxquels a été attribué le label d’Idex (Initiatives d’excellence). Deuxièmement, les freins à la politique de regroupement qui entendait stimuler la coopération entre les établissements au niveau local. Troisièmement, les nouvelles formes de centralisation qui émergent malgré le renforcement de l’autonomie des universités.
