Abstract
Provinsi Maluku, dengan ratusan pulau terpencil dan akses transportasi laut yang hanya menjangkau sekitar 40 % desa terpencil, menghadapi kesenjangan signifikan antara kebutuhan ideal masyarakat akan fasilitas ibadah—yang memadai, mudah diakses, dan sesuai konteks lokal—dengan ketersediaan riil di lapangan. Permasalahan pokok teridentifikasi pada ketiadaan pedoman metadata spasial dan prosedur Public Participation GIS (PPGIS) di Kantor Wilayah Kementerian Agama Maluku, meski Peraturan Bersama Menag No. 9/2006 & Mendagri No. 8/2006, PMA No. 19/2019, dan Permendagri No. 86/2017 telah mengatur perizinan, standar teknis bangunan, dan e‑planning berbasis SIG. Kajian ini menggunakan mixed‑methods: analisis kuantitatif statistik deskriptif data sekunder (dokumen regulasi, platform e‑planning, shapefile PPGIS, laporan Biro Perencanaan RI) dan skoring model USG (Urgency–Seriousness–Growth), serta analisis kualitatif melalui wawancara semi‑terstruktur dengan 10 informan kunci (pejabat Kanwil, perencana SIG, Seksi Bina Umat, Dinas Kominfo, tokoh agama). Teknik analisis mencakup buffer dan overlay di QGIS, coding tematik menurut Miles & Huberman, triangulasi sumber, dan member checking untuk validitas. Hasil menunjukkan cakupan layanan ibadah hanya 60,7 % desa, keragaman format metadata, serta hambatan prosedural dan koordinasi teknis. Simpulan menegaskan bahwa penerbitan Surat Keputusan Kepala Kanwil tentang SOP Internal Berbasis SIG dan PPGIS adalah intervensi paling prioritas.
