A FALTA DE PROFISSIONALIZAÇÃO NA PARADIPLOMACIA BRASILEIRA: LIMITES INSTITUCIONAIS E DESAFIOS PARA A INTERNACIONALIZAÇÃO SUBNACIONAL

Abstract
[pt] Este estudo investiga a paradiplomacia brasileira a partir da perspectiva da profissionalização e da institucionalização das ações internacionais subnacionais. Dialogando com Cornago (2010), evidencia-se que a atuação internacional não é exclusiva do Estado-nação, mas envolve múltiplos atores e interesses. As reflexões de Peters (2001) sobre profissionalização na gestão pública e de Gaetani (2008) sobre capacidades institucionais revelam a fragilidade técnica e a instabilidade administrativa que caracterizam muitas iniciativas paradiplomáticas no Brasil. A partir de Ferreira (2015), demonstra-se que a ausência de marcos legais e de carreiras específicas compromete a continuidade dessas ações. A análise empírica concentrou em estudos de caso no Brasil — Rio Grande do Sul, Aracaju e São Paulo — e em experiências internacionais de referência, como a Catalunha, o Quebec e os Estados Unidos. Os resultados indicam que a combinação entre baixa profissionalização e alta rotatividade gera uma descontinuidade particular, pouco explorada na literatura. Assim, a pesquisa confirma premissas teóricas consolidadas, mas também contribui para ampliá-las ao mostrar que, no contexto subnacional, a profissionalização é elemento essencial para a consolidação da paradiplomacia como política de Estado.
