Cet article explore comment les ambitions du Parti Communiste Chinois (PCC) en matière de contrôle des données environnementales se manifestent à la fois sur le plan discursif, à travers les récits du Parti sur la Civilisation Écologique Numérique (CEN), et sur le plan opérationnel, via le Système de Crédit Écologique (SCE) qui vise à mesurer et noter le niveau « d’intégrité écologique » des entreprises et des individus afin d’encourager les comportements écoresponsables tout en sanctionnant ceux jugés nuisibles à l’environnement. Deux sous-systèmes du SCE ont été étudiés : le système de crédit environnemental des entreprises et le système de crédit écologique des citoyens. Cette analyse permet d’interroger les fondements idéologiques du SCE ainsi que son efficacité opérationnelle pour atteindre les objectifs climatiques fixés par Pékin : un pic des émissions d’ici 2030 et la neutralité carbone à l’horizon 2060. Les concepts clés mobilisés par les chercheurs chinois travaillant à la conceptualisation de la CEN et du SCE ont ainsi été étudiés au prisme des Critical Data Studies. Les textes retenus reflètent les productions académiques, idéologiques et doctrinales de chercheurs chinois et d’experts institutionnels occupant des positions clés dans les organismes de recherche ou de pilotage de la CEN et du SCE en Chine.
