Abstract
Konut sorununun çözümü çok sayıda aktörün varlığını ve ortak çalışmasını zorunlu kılmaktadır. Merkezi idare makro ekonomik dengeleri sağlarken, bankalar kredi havuzunu genişletmeli, konut kooperatifleri alt ve orta gelir grubuna ait talepleri toplamalıdır. Gerek imar planları ve kentsel rant üzerindeki belirleyici rolü gerekse konutun yerelde giderilen bir sorun olması nedeniyle belediyeler bu aktörler içinde özel bir yere sahiptir. Türkiye’de belediyeler konut politikalarında neden etkin bir aktör olamamıştır? sorusuna yanıt aradığımız çalışmamız iki bölümden oluşmaktadır. Çalışmanın ilk bölümünde, belediyelerin konut politikalarındaki rolü, dört farklı dönem halinde, tarihi süreç içerisinde incelenecektir. İkinci bölümde, ilk bölümün muhasebesi yapılacak, belediyelerin konut politikalarında neden yeterince etkin olmadıklarına ilişkin bir analiz ortaya konulacaktır. Türk toplumunun mülk konut konusundaki ısrarı, konut üretiminde yap-satçılığın etkin oluşu, merkezi idarenin baskın rolü, kentsel rantın varlığı, kentleşmenin sağlıksız oluşu, belediyelerin konut alanındaki isteksizliği vb. nedenler belediyelerin konut politikalarında etkili bir aktör olmasını zorlaştırmaktadır. Belediyelerin konut politikalarında rolünün araştırılması bize yerel yönetim geleneği, merkez-yerel ilişkisi, yerel siyaset vb. konular hakkında da bilgi verecek, kuşkusuz yön gösterecektir.
