DINHEIRO QUE REGENERA: UM MODELO DE CONTRACORRENTE FINANCEIRA PARA FORTALECER A CONSERVAÇÃO ATIVA DE ECOSSISTEMAS ESTUARINOS NO BRASIL

Abstract
Esta Nota Técnica apresenta o conceito de Contracorrente Financeira, uma proposta de governança socioambiental que busca vincular parte dos recursos gerados por ecossistemas costeiros (como turismo, educação ambiental, créditos de carbono ou pesquisas) diretamente à sua restauração ecológica ativa. Por exemplo, replantio de manguezais, recuperação hídrica ou reposição de sedimentos. O modelo foi inspirado na análise do Mai Po Marshes, uma área úmida bem-sucedida em Hong Kong, mas é totalmente adaptável ao contexto brasileiro, especialmente em unidades de conservação costeiras, áreas Ramsar e zonas úmidas urbanas ou periurbanas. A proposta introduz um indicador simples, a Taxa Líquida de Fluxo Monetário Regenerativo (TLFMR), que permite diagnosticar se os recursos financeiros retornam efetivamente aos “depósitos naturais” (como solos, manguezais, biodiversidade) que sustentam os serviços ecossistêmicos. Dados do estudo de caso demonstram que, mesmo em áreas com alto desempenho institucional, a maior parte dos recursos é destinada a gestão e educação, não à regeneração direta da natureza, um fator de risco para a sustentabilidade de longo prazo. A Nota conclui com recomendações práticas para governos, agências ambientais e gestores de UCs, como: criar mecanismos de vinculação legal de receitas (ex: % das taxas de visitação, PSE, créditos verdes); adotar a TLFMR como indicador de desempenho em planos de manejo e contratos de gestão; integrar o modelo aos marcos legais vigentes (Política Nacional de Pagamento por Serviços Ecossistêmicos, SEEA, Metas do Marco de Kunming-Montreal).
