Abstract
Die Terroranschläge vom 11. September 2001 haben eindrucksvoll unter Beweis gestellt, wie akut die weltweite Bedrohung durch internationalen Terrorismus ist. Die Worte des kanadischen Premierministers Jean Chrétien in einer Rede an die Nation unterstreichen dies: „On September 11, 2001, Canada and the world looked on, in shock and disbelief, as the deadliest terrorist attack in history was carried out against thousands of defenceless victims in New York and Washington“(07.10.2001). Unter den Opfern waren auch 23 Kanadier. Die „hervorragende Koordinierung und Synchronisierung“der Angriffe auf das World Trade Center in New York und das Pentagon in Washington, einhergehend mit einer „Privatisierung des Terrors“durch Osama Bin Ladens Terrornetzwerk Al Qaida, haben den internationalen Terrorismus schlagartig in den Mittelpunkt des Interesses der Weltöffentlichkeit gerückt (Hoffman 2001: 276, 282). Die Bekämpfung des Terrorismus steht seither an der Spitze der Prioritätenliste vieler Regierungen aller Kulturkreise. Durch die verheerenden Angriffe auf die USA wurde deutlich, zu welchen Taten Terroristen ideologisch — und vor allem logistisch — fähig sind. Dennoch ist die terroristische Bedrohung nicht neu. Die weltweite jahrzehntelange Erfahrung mit terroristischen Zwischenfällen im Zivilluftfahrtbereich und die zahlreichen Anschläge auf US-amerikanische Einrichtungen im Ausland in den 90er Jahren des letzten Jahrhunderts, haben den Blick der Staatengemeinschaft auf die Bekämpfung des internationalen Terrorismus gelenkt.1
