Abstract
Le ministere des Transports du Quebec (MTQ) est responsable d’assurer la mobilite des usagers de la route qui transitent quotidiennement sur son reseau comptant quelque 30 600 km repartis a travers le vaste territoire. Il est toutefois confronte a de nombreux defis dans le cadre de ses activites d’entretien, notamment en periode hivernale. En effet, le climat du Quebec est rigoureux. Une moyenne de 300 centimetres de neige sont recus annuellement, repartis sur une periode de 18 a 25 semaines. En 2013-2014, le budget du Ministere pour entretenir le reseau sous sa responsabilite en periode hivernale etait de 267 millions de dollars (267 M$). La majeure partie du reseau, a savoir 79,5 %, etait confiee a contrat a des entreprises privees ou a des municipalites. Ainsi, 19,5 % du reseau etait entretenu en regie par le personnel du Ministere. Pour assurer la securite des usagers de la route, c’est pres de 800 000 tonnes de sels de voirie qui sont epandues chaque annee sur le reseau routier du MTQ. Utilises en grande quantite, ces materiaux peuvent toutefois entrainer des effets nefastes sur l’environnement, et ce, particulierement sur les zones qui y sont vulnerables.
