Abstract
For the first time since the 1960's, New Orleans, Louisiana is planning to make streetcars an active form of transportation beyond the St. Charles Avenue tourist areas. Where once over 200 miles of rail filled the city, the past few decades have seen the figure pared down to a comparatively modest 13 miles. Three years ago, in an effort to revitalize Canal Street--the road that divides downtown from the French Quarter-- funds were secured from the FTA (Federal Transit Authority) at 80% of the $157 million necessary for the reintroduction of streetcar service. While the track is being laid down for a Spring 2004 opening, the New Orleans RTA (Regional Transit Authority) is busy building 24 new streetcars for use on the line. RTA officials acknowledge being the only transit authority in the nation building its own cars, but say they were forced to do so because the original manufacturer of the streetcars has long since gone out of business. The cars, which cost more than $1.2 million each will be built by a team of 43 craftsmen, and will feature all the familiar trademarks of the current cars in addition to air conditioners and wheelchair lifts. City officials plan to continue the project in the fall of 2004 by building a $115 million line linking the downtown area to the Industrial Canal region in the east of the city.
