Abstract
Cree en mars 1941, suite a la demande des autorites occupantes, par Darlan, chef du gouvernement de Vichy, le commissariat general aux Questions juives (CGQJ) est l'une des administrations les plus caracteristiques du processus de destruction des juifs d'Europe. Seuls quatre autres pays, allies ou infeodes au IIIe Reich, ont egalement cree des administrations specialisees. Sous l'egide de Xavier Vallat, le CGQJ systematise la politique d'exclusion et met au point les premieres mesures de concentration. Le principe de la deportation des juifs etrangers est acquis des le printemps 1941 et Vallat le defend publiquement a plusieurs reprises. Au debut de l'annee 1942, le CGQJ se trouve marginalise dans la politique generale du gouvernement. Les negociations entourant les rafles de l'ete 1942 se situent au plus haut niveau : le chef du gouvernement Laval et son chef de la Police Bousquet font le choix de livrer les juifs etrangers aux autorites nazies. Le CGQJ n'en continue pas moins de jouer un role important dans la politique de persecution jusqu'a la Liberation, employant au total plus de 2500 agents et controlant environ 17. 000 administrateurs provisoires. Au bout du compte, la France presente l'appareil bureaucratique antisemite le plus structure d'Europe.
