El Campo Fenero es un pequeno monte en el termino municipal de Biel (Zaragoza), con un notable valor pastoral: sustenta un valioso pastizal, tiene un abrevadero muy cercano a la cresta de la sierra de Santo Domingo y linda con una canada real que comunica el Pirineo con el norte de la provincia de Zaragoza. Ese monte es la unica parte del termino de Biel que se halla en la cuenca del rio Asabon, en la cual se ubica el vecino termino municipal de Las Penas de Riglos (antes, de Salinas de Jaca), de la provincia de Huesca. Por eso, el pueblo de Biel mantuvo a lo largo de la historia conflictos con los sucesivos propietarios de los montes colindantes sitos en Salinas de Jaca: el monasterio de San Juan de la Pena, los particulares que compraron los montes en la desamortizacion eclesiastica de Mendizabal y, finalmente, el Patrimonio Forestal del Estado (PFE), que los adquirio en 1954. Fue el PFE el que llego a un acuerdo con el Ayuntamiento de Biel que puso fin a la polemica. No obstante, la propiedad del monte cayo en el olvido, hasta que fue redescubierta y puesta nuevamente en ejercicio en 2011. Este monte constituye un caso en el que la aplicacion de sucesivas politicas administrativas (de desamortizacion eclesiastica o civil, de demarcacion municipal o de repoblacion forestal) afecto en gran medida a los sistemas tradicionales de aprovechamiento forestal, y tambien una prueba de que el PFE, en contra de lo que muchas veces se ha afirmado, a menudo mostro un talante social y conciliador en su politica de repoblacion forestal.
