Die abgestufte Fuehrerscheinvergabe in Kanada und den Vereinigten Staaten ist dort auf eine grosse Akzeptanz gestossen. Dies geht ueberwiegend darauf zurueck, dass durch eine wachsende Zahl von Forschungsergebnissen nachgewiesen werden kann, dass es sich dabei um eine effektive Sicherheitsmassnahme handelt. Alle bisher durchgefuehrten Bewertungen haben positive Sicherheitsvorteile ergeben. Dabei reicht die Abnahme bei Unfaellen von 4 bis 60 Prozent. Der Umfang der vermiedenen Unfaelle liegt deshalb so weit auseinander, weil die spezifischen Merkmale dieser Programme sich voneinander unterscheiden und in den angewandten Studien verschiedene Forschungsansaetze zur Bewertung der Ergebnisse zum Einsatz kamen. Obwohl der positive Einfluss der abgestuften Fuehrerscheinvergabe auf Unfaelle aller Schweregrade und Fahranfaenger aller Altersgruppen nachgewiesen wird, ist wenig ueber den relativen Anteil der individuellen Einschraenkungen auf die beobachteten Sicherheitsgewinne bekannt. Zudem muessen Studien erstellt werden, in denen der relative Beitrag der einzelnen Stufen - also der Lernstufe und die Zwischenstufen - des Programms sowie der laengerfristige Einfluss des Programms auf Inhaber uneingeschraenkt gueltiger Fahrerlaubnisse untersucht wird. (A) ABSTRACT IN ENGLISH: Graduated driver licensing has gained wide acceptance in Canada and the United States largely because there is a growing body of research evidence demonstrating that it is an effective safety measure. All evaluations conducted to date have reported positive safety benefits - overall reductions in crashes ranging from 4 to 60 per cent. The magnitude of the crash reductions has varied because the specific features of these programs differ and studies used a variety of research designs to evaluate them. Although the positive effect of graduated driver licensing on collisions of all severity and on novices of all ages is becoming well established, less is known about the relative contribution of the individual restrictions to the observed safety gains. Research also needs to be conducted to examine the relative contribution of each stage of the program - i.e., learner and intermediate levels - as well as the longer-term impact of the program into full licensing.
