Dans une volonte constante d’ameliorer les facons de faire en matiere de securite routiere, le ministere des Transports du Quebec (MTQ) a mis en place, depuis plusieurs annees, de nombreuses mesures visant a ameliorer les comportements des conducteurs dans le but de renforcer la securite des travailleurs et des usagers de la route. Que ces mesures s’appliquent aux signaleurs, a la signalisation temporaire de travaux ou qu’elles s’adressent aux usagers de la route, elles ont ete judicieusement elaborees et mises en application en vue d’un seul et meme objectif : rendre les sites de travaux routiers encore plus securitaires pour tous. Dans le cadre d’orientations ministerielles bien precises, le Ministere a adopte un Plan d’action en matiere de securite sur les chantiers routiers. C’est en 2001 que le premier plan d’action a ete elabore et diffuse aupres de tous les partenaires concernes. Depuis 2009, le plan d’action qui etait produit annuellement est devenu bisannuel. Par contre, le nouveau plan d’action, adopte au printemps 2014, s’etendra jusqu’en 2017. Il constitue un document de reference accessible a tous qui rappelle aux differents intervenants, durant les travaux routiers, quelles sont les mesures a prendre afin de maintenir et d’ameliorer la securite entourant les chantiers routiers. L’orientation fondamentale du plan d’action 2014-2017 se definit comme suit : « Assurer, sur tout le territoire, la securite des travailleurs aux abords et sur les sites de travaux routiers, et celle des usagers de la route en utilisant des moyens modernes et efficaces pour faciliter la mobilite des personnes et des marchandises avec des outils de formation et de communication appropries. »
