Abstract
The roadside parking problem is a serious problem that needs to be solved urgently among various road traffic problems in terms of traffic congestion and environment, and various measures have been taken at both the practical level and experimental level by road administrators and transport administrators. In particular, roadside parking by commercial vehicles used for pickup and delivery occupies a high proportion of the total roadside parking and urgent measures are necessary to cope with this situation. The pocket loading system (referred to as PLS), which has been proposed as one of the measures, alleviates traffic congestion and improves smooth traffic flow in the district. The effect of PLS is particularly attracting much attention for the environment improvement by reduction of the number of vehicles idling, effective use of existing parking space, and also easy system installation in comparison to the other existing roadside parking measurement systems. The system has been applied in the new measures implemented by the Department of Land and Transport. PLS forms a network with freight loading spaces called pocket loading (PL) areas that are allocated in each region or city. The effects of the system can be demonstrated in various situations including neighboring residents, drivers of delivery vehicles, courier service companies, local government, and transport administrators. The effects were reported by Tanigawa et al. at the 4th Berlin Conference and the high viability of the system in metropolitan areas was reported by the author et. al at the 6th Toronto Conference. However, the system verification covered only commercial districts in metropolitan areas and to improve the usability, further improvements are necessary for the reservation technique and the devices that form the system. For further enhancement of the system, this research was carried out with the following objectives: improvement of the system using the intelligent transportation systems (ITS) technology for the tasks that were given in the previous experiments, implementation of social experiments targeting commercial districts adjacent to urban residential areas, and further verification of the effectiveness of the system. Social experiments are to be implemented during a period from April to September 2001. Since post examination has not been implemented after the start of the experiments, the effectiveness of the system will be verified based on the pre-investigation analysis results and the PLS utilization status immediately after the start of the experiments.
