Institutionalisierung eines neuen Wohlfahrtsstaates in Ostasien? : Eine Fallstudie über Südkorea

Abstract
Die Studie rekonstruiert den Entstehungsprozess eines "Wohlfahrtsstaates" in Südkorea, d.h. in einer nichteuropäischen Übergangsgesellschaft. In diesem sich formierenden Wohlfahrtsstaat ist die Wohlfahrtsidee heute als 'produktive Wohlfahrt' in den Staatszielen fest verankert und in der Form sozialer Policy-Prinzipien in mehreren Politikfeldern und institutionell als "Wohlfahrtssektor" umgesetzt, insbesondere in den hier untersuchten Bereichen, dem Existenzsicherungssystem aus dem Jahre 2000 (Sozialhilfe) und in universalen Sozialversicherungen (wie in der Rentenreform 1999). Der Wandel vom "developmental state" zum "Wohlfahrtsstaat" lässt sich dabei auf der Makroebene auf zwei Einflusskontexte zurückführen, nämlich auf den Wandel von Staatlichkeit und der Staat-Gesellschaft-Beziehung in Südkorea wie auf den Austausch mit der globalen Sozialpolitik. Insoweit können die Analyseergebnisse die These der Entstehung "neuer Wohlfahrtsstaaten in Übergangsgesellschaften" und mithin die Universalität der Institutionenbildung des ursprünglich west- und nordeuropäischen Wohlfahrtsstaates unter Bedingungen weltgesellschaftlicher Diffusionsprozesse verifizieren.
