Development of an Integrated Management Plan for the Eastern Scotian Shelf, Nova Scotia, Canada

No abstracts are to be cited without prior reference to the author.The Scotian Shelf, located off the east coast of Canada, is an area of intense multiple ocean use that has been identified as one of five priority areas in Canada for the development of Integrated Management Plans under Canada's Oceans Action Plan. It is an area with an historic and productive fishing industry including groundfish, invertebrates and pelagic species. Recently the area has come under development for oil and gas resources. It is also used to route undersea cables and contains important shipping routes for eastern North America. For the eastern portion of this continental margin a planning initiative has been underway since 1998 to implement Integrated Management taking an ecosystem-based approach. The primary building blocks for the plan are science-based ecosystem objectives that are being developed through a dedicated science team drawing on broad multi-stakeholder input. Human use objectives (e.g., socio-economic and institutional) are being developed in parallel and mechanisms are being developed to integrate the ecosystem and human use objectives within the plan. A draft plan was released in February 2005 and is currently being reviewed by stakeholders and government agencies. The draft plan includes 28 ecosystem objectives that focus on biodiversity, productivity and habitat, as well as a series of management strategies and actions to achieve these objectives. This paper describes the evolution of this planning initiative and the approach used in developing and incorporating ecosystem objectives, and the overall collaborative process used in plan development.
