Abstract

\n L'électronucléaire se distingue des autres activités industrielles par la nature du risque encouru. C'est le rôle de la sûreté nucléaire de gérer ce risque de façon à le rendre compatible avec l'impératif d'un monde où il fait bon vivre. Mais l'industrie doit également répondre à des objectifs de productivité, de compétitivité... Et la directive européenne du 19 février 1997 sur l'ouverture du marché de l'électricité a clairement comme ambition l'ouverture de ce secteur à la concurrence...\n Les théoriciens de la Qualité ont cependant une réponse : Philip B. Crosby a intitulé son ouvrage de référence «Quality is free». Et c'est vrai qu'avant de s'opposer, ces objectifs sont largement convergents : c'est en travaillant dans la Qualité que l'on réussit du premier coup, que l'on peut lutter contre les usines fantômes... Et la référence auTQM est opportune puisque l'objet de cette discipline, c'est la maîtrise du facteur humain dans le management.\n Il en résulte que la modélisation économique de le gestion d'un actif industriel suivant un optimum de Pareto est grossièrement inexacte, puisque sa gestion est généralement très profondément sous-optimale, et qu'avant que le choix de Plus de Qualité ne coûte, les deux objectifs Qualité et Coût sont généralement largement concomitants.\n Les exploitants des centrales nucléaires d'EDF sont, depuis toujours, sensibilisés à cet aspect des choses et leur action a conduit à un niveau de Qualité parmi les meilleurs du monde industriel ; il est donc bien sûr que l'exploitation fine, quotidienne et concrète leur donne autant d'occasions d'arbitrer leurs activités entre ces deux objectifs. Et c'est précisément dans les décisions quotidiennes qu'il faut être en progrès permanent.\n Or, d'avoir sacrifié, semble-t-il, la recherche de progrès permanent en matière de sûreté à la productivité à court terme, Ontario Hydro a perdu sur les deux tableaux comme l'entreprise canadienne vient d'en faire l'amer constat...\n
