Ceci est le deuxième rapport du projet « diagnosTIC », faisant suite à notre état des lieux sur le numérique au Québec et au Canada. L’étendue géographique n’est plus centrée sur la ville de Montréal, mais s’étend au Canada au complet, tout en transposant les chiffres à l’échelle du Québec. Les impacts des technologies de l’information et de la communication (TIC) sont aussi calculés pour le monde entier, car le numérique est intrinsèquement mondialisé, et cela fournit un cadre de comparaison pour les chiffres nationaux. Le but est de quantifier le numérique à ces trois niveaux, en présentant des métriques environnementales (émissions de GES, épuisement des ressources …), mais aussi d’autres indicateurs pertinents, comme l’énergie utilisée ou la quantité d’appareils par exemple. C’est la première fois à notre connaissance qu’un tel inventaire est réalisé à l’échelle du Canada ou du Québec, et vient compléter les rapports déjà publiés pour l’échelle mondiale , ou pour le cas de la France par exemple.
