Ce mémoire analyse les présupposés idéologiques portés par le discours de la « ville intelligente et numérique » de Montréal dont le déploiement a lieu depuis 2014. À partir d'une perspective critique qui emprunte à l'économie politique culturelle, la géographie et la sociologie urbaine ainsi que la philosophie politique, cette étude met en relation les représentations du politique et de la démocratie participative à l'échelle locale sur lesquelles ce discours prend appui avec le contexte sociopolitique et économique contemporain marqué par l'hégémonie néolibérale et la dominante communicationnelle du capitalisme avancé. Grâce à une analyse critique du discours des acteurs politiques impliqués dans la mise en place de la stratégie urbaine « intelligente » de Montréal, nous mettons en évidence l'existence d'affinités conceptuelles et discursives entre les thèses et les pratiques néolibérales, la redéfinition du capitalisme en termes communicationnels et l'objectif de la « ville intelligente » de favoriser la participation citoyenne locale par l'entremise d'un « pouvoir partagé ». Avec cette enquête et la réflexion théorique qui l'étaye, nous éclairons ainsi les limites, les contradictions et les effets restrictifs de la démocratie participative telle qu'elle est articulée dans le développement urbain « intelligent » de la ville de Montréal. \n______________________________________________________________________________ \nMOTS-CLÉS DE L’AUTEUR : ville intelligente, démocratie, Montréal, technologies de l'information, analyse de discours.
