La perspective économique annoncée est moins celle d'une description des aspects économiques de la coopération dans le cadre des fédéralismes canadien ou belge, qu'une réflexion basée sur des concepts récemment apportés par la science économique contemporaine, et certaines de ses disciplines connexes, pour expliquer la coopération lorsqu'elle émerge entre personnes et/ou entre groupes de personnes.\nLes raisons, les objets, les formes et les instruments de cette coopération, lorsqu'il s'agit d'autorités publiques constituant un Etat fédéral, seront tour à tour évoqués et confrontés à ce qu'apportent ces explications générales de la coopération. \nNous en déduirons notamment que "la" théorie du fédéralisme fiscal, souvent invoquée comme argument d'autorité pour affirmer certaines prises de position, est graduellement dépassée aujourd'hui par un "nouveau fédéralisme fiscal", à la fois moins normatif et coercitif, et plus incitatif et coopératif que l'ancien.\nL'occasion de confronter ces vues générales avec l'évolution des faits au Canada, pays de longue expérience fédérale (avec, lui aussi, une importante composante linguistique), est présentée ici pour étayer la réflexion sur nos propres institutions, présentes et à venir.
