La création des CSSS ainsi que la mise en place des réseaux locaux de services au travers des projets cliniques et des ententes de services constituent le point tournant d'une redéfinition des rapports entre établissements publics et organismes communautaires au Québec. Cette redéfinition est alimentée de manière paradoxale par deux registres : 1- le registre du partenariat qui fait appel à la concertation volontaire des acteurs autonomes et au développement communautaire et 2- le registre de la gestion et de la coordination des ressources communautaires qui fait appel aux ententes de services et aux rapports contractuels. Cette recherche explore 4 expériences d'ententes de services entre établissements publics et organismes communautaires et identifie deux tendances au niveau des pratiques en émergence : la tendance concertation et la tendance administration. Il existerait une marge de manœuvre qui permet que des ententes de services, malgré leurs limites, puissent se réaliser sous un mode de concertation et même de coconstruction. Si les rapports contractuels semblent inévitables entre les CSSS et les organismes communautaires, ils peuvent aussi être un moyen pour réaliser des objectifs convenus entre les acteurs et qui contribuent au développement des communautés.
