La problématique de ce mémoire est la suivante : « en quoi la politique des quotas de diffusion imposée à une chaîne publique influence la programmation “fiction” de celle-ci ?». Pour répondre à cette problématique, nous avons réalisé une analyse comparative entre la programmation « fiction » de deux chaînes publiques : La Une et ICI Radio-Canada. Dans un premier temps, nous avons constaté qu’ICI Radio-Canada est soumise à un quota de diffusion de contenus nationaux alors que La Une doit respecter un quota de contenus européens, mais aucun quota de diffusion lié aux contenus nationaux. A la suite de cela, nous avons émis l’hypothèse que l’absence de quota de diffusions de contenus nationaux favorise la diffusion de programmes étrangers. Pour vérifier l’hypothèse et apporter des éléments de réponse à notre problématique, nous avons mis en place une analyse de la programmation «fiction » de ces deux chaînes. Les résultats statistiques obtenus nous ont permis de confirmer notre hypothèse et de fournir deux éléments de réponse par rapport à notre problématique. Tout d’abord, la politique des quotas de diffusion influence l’origine des programmes de fiction de la chaîne. Ensuite, la politique des quotas de diffusion joue également un rôle sur la durée des programmes de fiction.
