Abstract
Ce travail de recherche porte sur les ajustements spécifiques qu'ont connu les municipalités des provinces canadiennes de l'Alberta, la Colombie Britannique et l'Ontario depuis la signature de l'Accord de libre échange nord américaine. Mon hypothèse centrale est qu'à la suite d'une multitude d'ajustements au libre échange, aux coupes budgétaires et au transfert de responsabilité, et à la suite de reformes juridictionnelles, institutionnelles et fonctionnelles, il est probable que les municipalités canadiennes soient devenues plus fragmentées et moins capables de coopérer au niveau régional. La première partie de ce papier présente les débats sur les relations entre marchés et territoires, gouvernements et fonctions. La deuxième partie de ce papier lie intégration économique et politiques d'équilibre budgétaire aux réformes juridictionnelles, institutionnelles et fonctionnelles en Ontario, Colombie Britannique et Alberta. Cette étude montre que les changements institutionnels rendent la coopération métropolitaine moins facile et que les politiques de transfert de responsabilités limitent la capacité locale en matière de politiques de développement et de redistributions.
